Recruitment Announcement - OECS Officer (CARO Office in Saint Lucia)

The OHADAC Regional Arbitration Centre (CARO) announces the opening of a position for an OECS Officer, as part of the establishment of its satellite office in Saint Lucia and the implementation of the Interreg Caribbean programme in the Member States of the Organisation of Eastern Caribbean States (OECS).

1) Location

The position is based in Guadeloupe, with regular missions to Saint Lucia and frequent travel within the OECS Member States. Occasional travel within the Caribbean and to Europe is also expected.

2) Duties and Responsibilities

  • Establish and manage the CARO satellite office in Saint Lucia;
  • Organize and coordinate training sessions for companies, magistrates and administrations within the OECS in the areas of dispute prevention and resolution, as well as access to justice;
  • Contribute to the drafting and dissemination of communication and awareness-raising tools on doing business in the OECS region;
  • Ensure the implementation of judicial and administrative training programmes in partnership with the OECS and the OECS Court of Appeal;
  • Represent CARO at regional conferences and events;
  • Ensure monitoring, reporting and compliance of activities carried out under the Interreg Caribbean programme.

3) Candidate Profile

  • Education: Master's degree (Master 2) in Law, Economics or International Affairs, with a specialization in mediation and arbitration (ADR).
  • Professional experience: 2 to 5 years, preferably with international exposure.
  • Skills: project management, network coordination, bilingual drafting, pedagogical design, institutional awareness.
  • Languages: fluency in French and English (Spanish is an asset).
  • Qualities: autonomy, rigor, diplomacy, public service and access to justice orientation.
  • Mobility: availability for frequent travel within the OECS region.

4) Conditions

  • Contract type: Fixed-term contract (CDD)
  • Expected start date: November 2025
